OMAD AD 2.20 LOCAL TRAFFIC REGULATIONS

2.20.1. Left hand traffic circuit RWY 31 at 1500 FT.
2.20.2. Right hand traffic circuit RWY 13 at 1500 FT.
2.20.3. Circuits only permitted for based operators between 0200-1800 UTC.
2.20.4. Only one aircraft permitted in the circuit.
2.20.5. Flying over ABU DHABI city and other built up areas prohibited below 2000 FT except helicopters landing or taking off at downtown helipads.
2.20.6. A midfield approach to RWY 31 or H31 for VFR helicopter traffic arriving from the west of the field is available, subject to ATC approval. Pilots should exercise caution on the base leg due to high buildings and obstruction cranes.
2.20.7 For start-up requests, pilots shall pass the following information to ATC :
  1. Aircraft callsign
  2. Aircraft type
  3. Apron aircraft is parked on
  4. Destination and requested flight level and
  5. Persons on board
2.20.8 In order to protect obstacle limitation surfaces, ATC will clear all fixed wing aircraft, which have a wake turbulence category above Light(L), to:
  1. Taxi and hold on TWY T at TP7, short of TWY T1 for RWY 13
  2. Taxi and hold on TWY T at TP10, short of TWY T6 for RWY 31
2.20.9 Helicopter traffic to take caution while on a downwind leg to fly a track that remains parallel to the runway with at least 1 NM separation from the final approach path.
2.20.10 Helicopter taking off from city helipads shall obtain permission from AL BATEEN TOWER before lifting off. If unable, traffic may lift off but shall remain in the hover below 100 FT AGL overhead the helipad until two-way communication has been established.
2.20.11 VFR traffic shall obtain an ATC clearance before entering the OMAD CTR. Traffic shall hold outside the control zone until two-way communication has been established and permission is granted by ATC to enter the control zone.
2.20.12 VFR traffic shall obtain an ATC clearance before crossing the runway extended centre line.

OMAD AD 2.21 NOISE ABATEMENT PROCEDURES

2.21.1. The area OMR 66 (ABU DHABI ISLAND) is primarily a noise abatement area and restricted for over flights below 2000 FT between 1830 - 0200 UTC. Helicopters shall avoid this area except for authorised VIP, SAR, police and CASEVAC/MEDEVAC flights to/from city helipads and hospitals.
2.21.2. Aircraft Engine ground runs
2.21.2.1 Engine runs at idle settings
  1. Approval is required from ATC
  2. Fixed-wing Engine runs are only permitted on the aprons between 0400 - 1600 UTC.
  3. Fixed-wing Engine runs on APRON D and APRON E require the aircraft to be parked nose-in to the Apron
  4. Helicopter Engine runs at idle power are only permitted on the aprons between 0400 - 1600 UTC.
  5. Helicopter Engine runs between 1600 - 0400 UTC shall be towed to the RWY 31 THR.
2.21.2.2 High power Engine runs

All High power Engine runs may only be conducted on RWY 31 THR in a line-up position aligned with the RWY CL

  1. Approval is required from ATC
  2. Fixed-wing Engine runs at High power are only permitted between 0400 - 1600 UTC, subject to traffic
  3. Helicopter Engine runs at High Power are available H24 on RWY 31 THR, subject to traffic
  4. Helicopter Engine runs between 1600 - 0400 UTC shall be towed to the RWY 31 THR.
2.21.3. Hovering work

Helicopters requesting hover work engine runs can be accommodated on taxiways and on the runway as traffic permits

OMAD AD 2.22 FLIGHT PROCEDURES

2.22.1 Al Bateen CTR - VFR routes
2.22.1.1 The VFR routes apply to all VFR Traffic in the AL BATEEN CTR.
2.22.1.2 A full description of the routes is available in ENR 6-5 ABU DHABI CTA - VFR CHART/TEXT.

2.22.5 VOR RWY 13 APPROACH PROCEDURE - RESTRICTION
2.22.5.1 VOR RWY 13 approach procedure is not available for rotary wing aircraft. UAE Military, Police Air Wing, Search and Rescue rotary wing aircraft may use the approach procedure in the execution of their critical mission duties only and not for training purposes.
2.22.6 LOW VISIBILITY OPERATIONS
2.22.6.1 The aerodrome approach operations are limited to ILS approach CAT I and non-precision approach and hence Low Visibility Procedures as defined in CAR Part IX, CAR-ADR are not applicable.
2.22.6.2 Reduced Aerodrome Visibility Procedures (RAVP) shall be implemented whenever:
  1. When IRVR is less than 1500 M but not less than 550 M; or
  2. In the absence of IRVRs, the reported met visibility is less than 2000 M but NOT less than 800 M.
Note: During this stage, IFR traffic may still be accommodated for the ILS to landing, subject to the ILS procedure minima.
2.22.6.3 Aerodrome operations are suspended, whenever
  1. The IRVR falls below 550 M or cloud ceiling drops below 400 FT; or
  2. In the absence or IRVR visibility falls below 800 M, or cloud ceiling drops below 400 FT.
2.22.7 ATC SURVEILLANCE MINIMUM ALTITUDE

2.23.1 Runway Visual Range (RVR)
2.23.1.1 Transmissometers are available for reporting RVR on RWY 13/31. For locations see Chart OMAD AD 2-21A
2.23.1.2 For transmission purposes the locations will be designated as:

2.23.1.3 Visibility below 2000 M is reported in the following incremental steps:

2.23.2 Bird Activity

Pilots to exercise caution due to bird activity within the aerodrome boundary, especially abeam the RWY 13 THR. Bird activity increases and is more widespread around the airport after periods of prolonged wet weather. To avoid the bird activity, the opposite direction runway is available on request from the pilot.
