GEN 3.1 Aeronautical information services

3.1.1 Responsible service

3.1.1.1 Sheikh Zayed Air Navigation Centre AIM Department is certified to publish the UAE Aeronautical Information Publication (AIP) and administer the International NOTAM Office for the EMIRATES FIR under the authority of the General Civil Aviation Authority (GCAA) of the United Arab Emirates.

3.1.1.4 A collective address system is used to ensure delivery to appropriate airport briefing offices. International NOTAM Offices are individually advised of the applicable collective address.
3.1.1.5 The UAE Aeronautical Information Service is based upon ICAO Standards and Recommended Practices as contained in Annex 15, Aeronautical Information Services as further detailed in Doc 8126 - AN / 872, Aeronautical Information Services Manual. Any differences to Standards and Recommended Practices are published in GEN 1.7.

3.1.2 Area of responsibility

3.1.2.1 The Aeronautical Information Services are responsible for the collection and dissemination of information for the Emirates FIR.
3.1.2.2 Accuracy of information
  1. The AIP Emirates FIR and associated NOTAM are compiled from a variety of sources. Information is acquired from the Emirates and from external government and commercial sources. The greatest care is exercised in the assembly and compilation of information for the AIP Emirates FIR and NOTAM and they are considered to be as reliable as possible at the time. However, the General Civil Aviation Authority will not be held responsible for the accuracy of the contents of the AIP or associated NOTAM.

  2. The Authority shall not be responsible for the adequacy or receipt of NOTAM or reprint pages for the AIP.

  3. Pre-flight information and other bulletins are issued by airport briefing offices certified by the GCAA. The GCAA is not responsible for the accuracy and / or completeness of the contents of bulletins issued by these offices.

  4. Whilst acknowledging the important role played by commercial aeronautical information agencies, ultimate responsibility for ensuring that the briefing obtained is complete and current rests with the pilot in command. A last minute updates to third party supplied briefing material can be obtained from briefing offices.

3.1.3 Aeronautical publications

3.1.3.1 AIP United Arab Emirates
  1. The AIP issued in electronic format (eAIP), is the basic aeronautical information document published for the EMIRATES FIR, and contains information of a lasting character essential to air navigation.

  2. The eAIP is available in English only and is maintained up to date by an amendment service consisting of amended pages, and in case of minor amendments, listing them in GEN 0.5. Amendments together with check lists, are issued as either AIRAC AIP Amendments in accordance with the AIRAC cycle, or as an AIP Amendment.

  3. AIP United Arab Emirates and amendments are available to registered users on the GCAA website (https://www.gcaa.gov.ae), under Publications ‐> UAE Aeronautical Information Publication ‐> AERONAUTICAL INFORMATION PACKAGE.

3.1.3.2 AIP Supplement
  1. AIP Supplement, if any are included in an AIP package. Pages if printed should be in yellow colour and kept in the front of the AIP whilst valid. They represent temporary changes to the AIP of long duration (three month or longer) and supplementary information of operational significance containing comprehensive text or graphics.

  2. Cancellation of AIP Supplement is by either a NOTAM or mentioned in the 'cover page' of the AIS Publication.

  3. AIP supplements are available to registered users on the GCAA website (https://www.gcaa.gov.ae), under Publications ‐> UAE Aeronautical Information Publication ‐> AERONAUTICAL INFORMATION PACKAGE.

3.1.3.3 Aeronautical Information Circular (AIC)
  1. Aeronautical Information Circular, if any, are included in an AIP package. They contain information that does not qualify for the origination of a NOTAM or for inclusion in the AIP, but which relates to flight safety, air navigation, technical, administrative or legislative matters.

  2. Cancellation of AIC is by either a NOTAM or mentioned in the 'cover page' of the AIS Publication.

  3. AIC are available to registered users on the GCAA website (https://www.gcaa.gov.ae), under Publications ‐> UAE Aeronautical Information Publication ‐> AERONAUTICAL INFORMATION PACKAGE.

3.1.3.4 NOTAM and Pre-flight Information Bulletins (PIB)
  1. NOTAM distributed by telecommunications are issued mainly for the notification of temporary information of timely significance, unforeseen changes in serviceability or any emergency. They are distributed in 3 series in the NOTAM system format as follows:

    ANOTAM containing full information on all airports, facilities and procedures available for use by International civil aviation and as specified in AD 1.4.
    Distributed both internationally and nationally.
    BNOTAM containing information of concern to aircraft other than those engaged in International civil aviation and as specified in AD 1.4.
    Distributed nationally and to selected adjacent states on request.
    CNOTAM providing information of UAS operations, fireworks displays and laser activities, 400 feet AGL and below outside published Control Zones (CTR), Aerodrome Traffic Zone (ATZ) and for aerodromes without a defined controlled airspace, outside a circular area of radius 5 NM from the ARP.
    Distributed nationally and to selected adjacent states on request.
  2. Each NOTAM is assigned a serial number starting with number 0001 at 0000 UTC on 1st January each year.

  3. A Pre-flight Information Bulletin containing all NOTAM applicable to the planned route will be made available on specific request to the appropriate airport briefing office.

    Note: Some briefing offices provide self briefing facilities only. See tables in GEN 3.1.5.

  4. Prior notice is required for bulletins. The required notice period varies between airports and is listed under the appropriate airport entry in GEN 3.1.5.

  5. This prior notice period is extended to 24 hours in the case of bulletins containing NOTAM from outside the coverage area specified for the appropriate airport briefing office.

  6. Pre-flight Information Bulletins are not available from the International NOTAM Office.

3.1.3.5 Checklists and lists of valid NOTAM
  1. A checklist of valid NOTAM is sent by AFS every Sunday to all recipients of UAE NOTAM. The checklist includes reference to the serial number and validity date of the current and published AIP amendments, AIP supplements and AIC.

  2. Valid NOTAM list, updated on a daily basis is available on the GCAA website (https://www.gcaa.gov.ae), under Publications ‐> UAE Aeronautical Information Publication ‐> CHECKLIST AND LISTS OF VALID NOTAM.

3.1.3.6 Distribution of publications
  1. All publications of the Aeronautical Information Services are issued in electronic format (eAIP) only and available for free on the GCAA website (https://www.gcaa.gov.ae), subject to registration.

  2. AIP for offline use is available by downloading the provided zip file on the GCAA website (https://www.gcaa.gov.ae), subject to registration.

3.1.4 AIRAC system

3.1.4.1 The Aeronautical Information Service of the UAE adheres to the AIRAC system as detailed in ICAO Annex 15.
3.1.4.2 There is no fixed frequency for AIRAC amendments. AIRAC amendments are published as required and effective dates conform to the schedule of AIRAC dates. The planned AIRAC amendment dates for the year are advised in advance by means of an AIC.
