GEN 3.3 Air traffic services

3.3.1 Responsible service

3.3.1.1 Service name and contact details are published for individual Air Traffic Service units in GEN 3.3.6.

With the exceptions given in GEN 3.3.1.1 b), the authority responsible for the overall administration of air traffic services provided for civil aviation within the EMIRATES FIR is the General Civil Aviation Authority of the United Arab Emirates.
The authority responsible for the provision of air traffic services within and below the ABU DHABI CTA, DUBAI CTA, FUJAIRAH CTA, RAS AL KHAIMAH CTA and within Control Zones, is the Department of Civil Aviation of the Emirate concerned.
Responsibility for the provision of air traffic services outside the aforementioned areas is vested in the EMIRATES ACC, except that these responsibilities may be delegated to local ATS units.

3.3.1.2 The UAE Air Traffic Services are based upon ICAO Standards and Recommended Practices as conatined in:

ICAO Annex 2 - Rules of the Air
ICAO Annex 11 - Air Traffic Services
ICAO Doc 4444 - Procedures for air navigation services - Air Traffic Management
ICAO Doc 7030 - Regional Supplementary Procedures for MID / ASIA region

Any differences to Standards and Recommended Practices are published in GEN 1.7.

3.3.1.3 A 24 hour service is provided.

3.3.2 Area of responsibility

3.3.2.1 With the exception mentioned in GEN 3.3.2.2 the air traffic services listed in GEN 3.3.3, are provided in the airspace encompassed by the EMIRATES FIR.

3.3.2.2 In activated military restricted airspace being controlled by military units, special rules apply and ATS airspace classification, as specified in ICAO Annex 11, is undefined.

3.3.3 Types of services

3.3.3.1 The Air Traffic Services provided is dependent on the ICAO airspace classification system as specified in ICAO Annex 11. Airspace classifications applying within the EMIRATES FIR is listed in tabular form in ENR 1.4.

3.3.3.2 The following type of services are provided:

Air Traffic Control Service:
- Area Control Services - Radar;
- Approach Control Services - Radar/Procedural;
-Aerodrome Control Service;
Flight Information Service (FIS) and Alerting Service (ALRS):
Automatic Terminal Information Service (ATIS) at certain aerodromes.

3.3.4 Coordination between the operator and ATS

3.3.4.1 Coordination between the operator and Air Traffic Services is effected in accordance with ICAO Annex 11.

3.3.5 Minimum flight altitude

3.3.5.1 Minimum en - route altitudes on ATS routes have been determined so as to ensure a Minimum Obstacle Clearance (MOC) of 1000 FT within the lateral and longitudinal limits of each ATS route segment.

3.3.5.2 Over high terrain the lowest usable cruising altitude will provide a MOC of 2000 FT within the lateral and longitudinal limits of each ATS route segment. Such segments are identified in the ATS routes tables found in ENR 3.

3.3.5.3 Vertical clearance minimum within a buffer area surrounding each ATS route segment is calculated according to the criteria set in the following table:

3.3.6 ATS units address list

3.3.6.1 Air Traffic Services are provided by the General Civil Aviation Authority through the Area Control Centre located at Abu Dhabi.

3.3.6.2 Air Traffic Services are provided by the Department of Civil Aviation for the applicable Emirate through Control Tower and Approach Control units.
