Oversight and Inspections

  • Provide technical support to the Department of Policy, Regulations and Planning for the preparation of national policy, legislation and regulation for the effective implementation of the aviation security measures within the UAE.
  • Manage the implementation of the National Civil Aviation Security Programme and all other related aviation security documents by conducting aviation security oversight activities.
  • Plan, prepare and conduct scheduled and non-scheduled oversight activities on relevant stakeholders to verify compliance with UAE national requirements.
  • Manage the implementation of the provisions of the UAE AVSEC National Civil Aviation Security programs and other related programs.
  • Conduct necessary investigation of aviation security incidents, breaches and provide necessary recommendations to mitigate recurrence.
  • Provide technical advice and recommendations on matters related to aviation security AVSEC issues and deficiencies.
  • Conduct oversight activities on all approved Aviation Security training organizations to ensure compliance with national requirements.
  • Plan, organize and conduct Last Port of Call aviation security assessment of foreign airports.
  • Coordinate and facilitate assessments of UAE airports, aircraft operators, cargo, courier, mail operations, etc. as per request received from other States.
  • Regulate and certify regulated agents entities in accordance to UAE National Regulated Agent Program.
  • Manage the international commitments with ICAO, such as AVSEC Panel, Facilitation (FAL) Panel, Working Groups, and as a member in various working groups.
  • Provide technical advice and recommendations to stakeholders regarding airport, aircraft operator, and cargo & mail security.
  • Verify all relevant national aviation security requirements and provide recommendations, if necessary, for the Stakeholders:
    • AOC in respect of an aircraft operator approval and renewal.
    • Aircraft Operator PHS approval, renewal and revocation.
    • Airport Operator PHS approval, renewal and revocation.
    • AMC-59, in respect to airport development operations.
  • Coordinate and facilitate aviation security training organized jointly with other ICAO Member States.
  • Assist in the implementation of the requirements of ICAO’s Global Aviation Security Plan (GASeP) and ICAO’s Roadmap to Strengthen Global Aviation Security.
  • Provide support to both the National Civil Aviation Security and Facilitation Committee and the National Civil Aviation Security Technical Committee.
  • Regulate the transport of Dangerous Goods by air in the UAE and ensure compliance with national and international civil aviation regulations.
