Policy, Regulation and Planning

​Rule-making Framework:

  • Define and implement a controlled, efficient, and effective framework for establishing Technical Regulations/Publications.

Regulations and Policies:

  • Develop and maintain Aviation Security regulations, policies, and procedures in alignment with ICAO Standards, national requirements, and best practices.
  • Support the UAE Federal Government in developing and reviewing national aviation security policies and legislation.
  • Maintain National Civil Aviation Security Programmes and related AVSEC Documents.
  • Develop and maintain national Cybersecurity policy, regulations, standards, and legal requirements.

Stakeholder Support:

  • Advise and recommend policies to the UAE Government, AVSEC and Technical Committee, stakeholders, and aviation entities at national, regional, and global levels.
  • Develop, promote, and disseminate guidance and training materials, including human performance training.
  • Assess and consult on security programs for airports, aircraft operators, and regulated agents, providing appropriate outcomes.
  • Ensure certification and approval of aviation security personnel and training institutes by developing certification systems for instructors and screeners.
