Licensing

The GCAA Licensing department is responsible for all aspects of licensing which include processing Pilots, Maintenance Engineers, Flight Engineers, Air Traffic Controllers, Flight Dispatchers, Cabin Crew Licensing, and medical certification.

Our Licensing team maintains consistent standards in making licensing decisions for all applicants/ applications as we recruit competent and experienced personnel to deliver the function of licensing department. We develop our policies, procedures and guidance material in line with international civil aviation organization and international best practice; in view of this we consider our customer needs and interest as our priority by continuously enhancing our licensing processes and systems to meet the customer expectation.

The primary functions of licensing department include:

  • Set standards  and guidance for all kinds of Personnel licensing  and medical certification based on ICAO Annex 1
  • Processing applications and issuing a variety of licenses based on the skills and experience of the applicant and the type of flights /aircraft that the applicant wishes to be qualified on
  • Provide online E-license application system
  • Provide online E –medical application
  • Address all the complaints from license holders and operators and solve the matter at an expedite time line
  • Conduct examination related to all types of Personnel Licensing and maintenance engineer licensing
  • Oversight and surveillance function

 

     
 Air Crew  section

  • Approval and oversight of Approved Training Organizations
  • Assessment of an applicant’s qualifications to hold a license or rating
  • Issue and endorsement of licenses and ratings
  • Designation and authorization of approved personal
  • Approval of training courses
  • Approval of the use of flight simulation training devices and authorization for their use in gaining the experience or in demonstrating the skill required for the issue of a license or rating
  • Issue Temporary Validation for licenses issued by other ICAO Contracting States

Engineering

Aeromedical section

  • Monitoring the developments within the field of medicine and aviation medicine and adjusting the appropriate Annex 1 provisions as necessary to ensure they remain up-to-date
  • Reviewing and maintaining current the Manual of Civil Aviation Medicine (Doc 8984), and the Manual on Prevention of Problematic Use of Substances in the Aviation Workplace (Doc 9654) 
  • Developing appropriate Standards and guidance material to ensure that the aviation community contributes to reducing the risk of transmitting communicable diseases by air
  • Providing guidance to licensing authorities in  GCAA on medical standards; medical problems relevant to flight operations; the effect of working conditions on health; biological and psychological problems relating to passengers and crew; first aid and survival equipment, and, the medical aspects of accident investigation and prevention
  • Conducting and participating in regional seminars on aviation medicine, and presenting papers at international meetings

Administration  and examination section

  • Address all the customer queries and concern on all aspect of licensing functions on timely manner.
  • Maintain an efficient examination system, scheduling, conducting examination related to flight crew and maintenance engineer licensing. Contact:  examination@gcaa.gov.ae .

ATC 

  • Assessment of an applicant’s qualifications to hold a license or rating
  • Issue and endorsement of licenses and ratings

  • Approval and oversight of Approved ATC Training Organizations
  • Validation of licenses issued by other ICAO Contracting States

Light Sport Activities

  • Issue and renewal of Approval and oversight of Approved Flying Club
  • Register all Light Sport Aircraft to be under Approved Flying Club (AFC) issued by the GCAA
  • Certify all Light Sport Aircraft to be operated under Approved Flying Club (AFC)
  • Approve all related manuals and expositions deemed mandatory for the operation of LSA, such as Operation Manual, Maintenance Manual, Safety Manual, Technical Log Book, etc.
  • Conduct periodical surveillance and audits on all Approved Flying Club (AFC) approved by the GCAA
  • Participate in incidents investigations through Reporting Of Safety Incident (ROSI) system
  • Answer industry and other GCAA department’s queries regarding LSA, AFC and safety issues through afc@gcaa.gov.ae

Balloon Maintenance Organization:

  • Approve all Balloon operators (Commercial and Private) in the UAE for the capability of managing and monitoring the continued airworthiness of their operated Balloon in accordance with CAR Part 4, Special Purpose Operations, Section E, and CAR Part 5 Chapter 5 Manned Balloon Airworthiness Regulation as part of Air Operator Certificate (AOC) and Private operations under Club in accordance with GCAA council decision No. (2) for the Year 2015 concerning the Light Sport Activities certification process
  • Register all Balloon to be under AOC or AFC issued by the GCAA
  • Certify all Balloon to be operated under Air Operator Certificate (AOC) and Private operations under Approved Flying Club (AFC) issued by the GCAA with regard to airworthiness, issue C of A (Certificate of Airworthiness)
  • Conduct periodical surveillance and audits on all Balloon Maintenance Organizations and Private Operations under Approved Flying Club (AFC) approved by the GCAA
  • Approve all related manuals and expositions deemed mandatory for the operation of Balloon, such as BMOE, Maintenance Manual, Technical Log Book, etc.
  • Participate in incidents investigations and providing specialized input on incidents investigation through Reporting Of Safety Incident ROSI system
  • Answer industry and other GCAA department’s queries regarding Balloon Maintenance Organization and safety issues
