For international scheduled flights into Abu Dhabi to be operated by foreign airlines, the airline must have been designated pursuant to a bilateral or multi lateral agreement to which the government of the United Arab Emirates and the state in which the airline is registered, are parties.
Non - traffic operations into Abu Dhabi by aircraft of ICAO states
Aircraft registered in ICAO states and operated by an airline of any contracting state may make non-traffic stops in the Emirate of Abu Dhabi without permission, but due to limited availability of aircraft stands, commercial flights can only use ABU DHABI / ZAYED INTERNATIONAL (OMAA), as a second alternate aerodrome from 0500 UTC to 1400 UTC.
Non - traffic operations into Abu Dhabi by aircraft of non ICAO states
An airline registered in a state which is not a signatory to the Chicago Convention, requiring to make non-traffic stops in the Emirate of Abu Dhabi must hold a valid operating permit issued by the government of the United Arab Emirates.

Aircraft registered in states which are not signatories to the ICAO Convention shall obtain permission for landing in the Emirate of Sharjah. Applications should be made in accordance with GEN 1.2.3.5.1.1.
Same as for scheduled flights.
The information contained in the flight plan is accepted as adequate advance information of the arrival of incoming aircraft. Such information must be transmitted so that it will be received by the authorities concerned at least two hours in advance of the arrival. The landing must be carried out at a previously designated airport.
Operators are required to advise the intended duration of stay in Abu Dhabi in item 18 of the standard ICAO flight plan.
Same as non-scheduled flights.
The information contained in the flight plan is accepted as adequate advance information of the arrival of incoming aircraft. Such information must be transmitted so that it will be received by the public authorities concerned at least twenty four hours in advance of the arrival. The landing must be carried out at a previously designated international airport.
Operators are required to advise the intended duration of stay in Dubai in item 18 of the standard ICAO flight plan.

An operator intending to carry out traffic or non‐traffic private or business aviation flights into the Emirate of Sharjah shall apply to contact details in GEN 1.2.2.5.1.1
For permission to carry out such operations, the application shall include the following information in the order shown hereunder:
name of the operator;
flight number in/out if different to registration;
type of aircraft and registration marks;
date and time of the intended arrival at and departure from Sharjah;
duration of stay in Sharjah;
place or places of embarkation and/or disembarkation abroad as the case may be, of passengers and/or freight;
purpose of the flight and number of passengers and/or nature and the amount of freight;
Valid copies of the following documents are to be submitted with the application:
Registration Certificate.
Airworthiness Certificate.
Certificate of Insurance: Hull, Third Party Cargo and Passenger.
Permission can be expected to be issued within three hours from receipt of complete application.
Aircraft registered in states which are not signatories to the ICAO convention shall obtain permission for landing in the Emirate of Sharjah. Applications should be made in accordance with GEN 1.2.3.5.1

Contact between the passengers / crew and local residents is avoided.
Cargo, baggage and mail are not removed from the aircraft.
Any foodstuffs of overseas origin, or any plant material, is not removed from the aircraft except where local food is unobtainable.
All food refuse including peelings, cores and stones of fruits, etc; must be collected and returned to the galley refuse container, the contents of which should not be removed from the aircraft except for hygiene reasons, in which case they must be destroyed by burning or deep burial.

The aircraft shall be registered with an ICAO contracting state requiring compliance with the standards established in ICAO annexes.
The aircraft shall be operated by approved flight crew holding valid licences issued by the state of registry.
The demonstration flight shall be sponsored by a Government agency or UAE company holding a valid trade licence issued by the Emirate where operations are to be conducted.
The aircraft shall be properly insured against claims by passengers or third parties.
A letter stating:
the Emirate in which the aircraft is to be demonstrated,
the name and address, including local contact number, of the demonstration team leader responsible for the operation of the aircraft,
the name, address and telephone number of the owner / operator of the aircraft in the state of registry.
Photocopies of the licences of flight crew requiring approval.
A letter from the local sponsor indicating where the aircraft will be temporarily based and the requested dates of flight demonstration.

Operators of CASEVAC or MEDEVAC air ambulance aircraft are not required to give notice for a non-scheduled traffic stop provided that a standard ICAO flight plan is filed and the duration of stay and the intention to take on or discharge a medical case passenger or any intended movement of on-board medical personnel is mentioned in item 18 of the flight plan. In the Emirates of Abu Dhabi, Dubai, Fujairah, Ras Al Khaimah and Sharjah it is the responsibility of the aircraft operator to ensure that all customs and immigration formalities are completed.

Foreign military aircraft shall not overfly or land in the UAE unless in possession of prior permission.
Military aircraft entering EMIRATES FIR without prior permission are liable to be dealt with severely.
Aircraft in possession of such permission shall adhere to the approved routes.
In case of delays of more than 24 hours a new request is to be made.
