SYSTEM WIDE INFORMATION MANAGEMENT (SWIM) INTERFACE AND SWIM GATEWAY PORTAL - IMPLEMENTATION BY DANS

1. INTRODUCTION

The International Civil Aviation Organization (ICAO) has introduced the concept of System Wide Information Management (SWIM) to enable standardized, interoperable, and digital exchange of aeronautical, meteorological, and flight information in support of air navigation services.

In alignment with ICAO SWIM principles and national digital aviation initiatives to support the aviation community, Dubai Air Navigation Services (DANS) has implemented a SWIM Interface and established a SWIM Gateway Portal to facilitate digital information exchange using internationally recognized information exchange models.

2. PURPOSE

The purpose of this Circular is to inform stakeholders of:

  1. The operational implementation of the DANS SWIM Interface; and
  2. The launch of the DANS SWIM Gateway Portal.

This AIC provides high-level information on the scope of available SWIM-enabled information services, supported data domains, and access arrangements.

3. DATA AUTHORITATIVENESS AND SOURCE CONSIDERATIONS

  1. The UAE AIM SWIM implementation for AIXM data shall be considered the only authoritative source for AIXM aeronautical data within the State.
  2. AIXM data utilized in the DANS SWIM Interface is provided to support interoperability and information exchange.
  3. In the event of any discrepancy related to the visualization of DANS AIXM aeronautical data, reference shall be made to the UAE AIM SWIM and the State published aeronautical data and aeronautical information.

4. DANS SWIM INTERFACE

The DANS SWIM Interface enables standardized digital information exchange between authorized users and DANS systems in accordance with ICAO SWIM principles.

The interface supports the exchange of information using internationally recognized data models, including:

  1. Aeronautical Information Exchange Model (AIXM)
  2. ICAO Meteorological Information Exchange Model (IWXXM)
  3. Flight Information Exchange Model (FIXM)

The SWIM Interface is designed to support interoperability, data consistency, and structured information exchange to support the aviation community.

5. SWIM GATEWAY PORTAL

The DANS SWIM Gateway Portal serves as the single access point for SWIM-enabled information services provided by DANS.

The portal enables authorized users to:

  1. Discover available SWIM-enabled information services and datasets;
  2. Access to published aeronautical information published by the State, meteorological, and flight information in digital format, including graphical visualization:
    1. two-dimensional (2D) and three-dimensional (3D) visualization for aeronautical information and flight plan trajectories; and
    2. two-dimensional (2D) visualization for meteorological information;
  3. Utilize supporting functions, including map-based visualization tools, measurement tools, selection of available base map layers, drawing tools with the option to download of user-defined features in GeoJSON and CSV formats;
  4. Access and download information in standardized data models, including:
    1. AIXM for aeronautical information;
    2. FIXM for flight information; and
    3. IWXXM for meteorological information;
  5. Support the development of operational and technical documentation through access to structured and standardized digital information.

6. SCOPE OF AVAILABLE SERVICES (INITIAL OPERATIONAL PHASE)

DANS SWIM Interface and SWIM Gateway Portal are available in an operational capacity.

The scope of services includes access to selected SWIM-enabled information services and datasets supporting AIXM, IWXXM, and FIXM data models.

Additional services and datasets may be introduced in a phased manner and will be communicated through appropriate aeronautical information publications or via the SWIM Gateway Portal.

7. ACCESS AND REGISTRATION

Access to the DANS SWIM Interface and SWIM Gateway Portal is controlled and subject to authorization.

Eligible users may include, but are not limited to:

  1. Air Navigation Service Providers;
  2. Aircraft operators;
  3. Meteorological service providers; and
  4. Other approved aviation stakeholders and service providers.

8. OPERATIONAL CONSIDERATIONS

The SWIM-enabled information services and portal functions described in this AIC:

  1. Are provided as supplementary digital information services; and
  2. Do not replace official aeronautical information publications, including the AIP, AIP Amendments, AIP Supplements, AIM Digital Dataset or NOTAM, provided by the State.

In the event of any inconsistency, the State published AIP and NOTAM shall remain the authoritative sources.

The visualization and supporting functions provided through the portal are intended for information and interoperability purposes only and do not replace operational decision-making systems.

9. OPERATIONAL STATUS

The DANS SWIM Interface and SWIM Gateway Portal are fully operational and available.
