Civil Aviation Law

The Civil Aviation Law of the United Arab Emirates (U.A.E.) was issued on 10 June 1991; the provisions of this Law shall apply in respect of:

  • The Civil Aviation in the territory of the U.A.E.
  • The Civil Aircraft registered in the U.A.E, wherever they may ​be, subject to the laws of any foreign State in which they may be operating
  • The Civil airports in the U.A.E., including all technical activities such as air traffic control and the installation, operation and maintenance of communication equipment, radio equipment, navigation aids, meteorology, etc.
  • Air transport in general

GCAA Law​

The General Civil Aviation Authority Law was issued on 01 January 1996; This Law establishes the General Civil Aviation Authority (GCAA) as General Authority for the execution of the Civil Aviation Law in the United Arab Emirates.

Federal Decree-Law No. (26) 2022

Federal Decree-Law No. (26) was issued on 26 September 2022, Concerning the Regulation of the Civil Use of Unmanned Aircraft and Related Activities. The federal decree-law aims to:

  • ensure the safe use of Unmanned Aircraft and maintain the safety and security of the State Airspace;
  • ​regulate and control air navigation services of Unmanned Aircraft;
  • manage and regulate the operation of Unmanned Aircrafts and Related Activities in the State safely and effectively and standardize related systems and procedures in the State; and
  • minimise the risks arising from the operation of Unmanned Aircraft and determine the competencies of the relevant entities in this respect.

Ministerial D​ecree No (27) 2023​


The ministerial Decree Of Carbon Offsetting Reduction Scheme in International Aviation CORSIA aims to comply with international requirements and decisions of the International Civil Aviation Organization (ICAO), clarifying roles and responsibilities and regulating the relationship between the legislator and the operator with regard to monitoring and reporting emissions annually, and the legislation defines The Leading Role of GCAA  in managing the implementation of CORSIA in the United Arab Emirates, this legislation is the first in the Arab region approved by the PMO.​
