Flight Operations

The Flight Operations Department Director reports directly to Executive Director Aviation Safety Affairs Sector.

The Director of the Flight Operations has been appointed to manage the following Sections:

       •   Commercial Operations
       •   Private and Special Operations



Overall Flight Operations responsibilities:

1. Supporting the preparation and the update of the:

       •   Flight operations regulations
       •   Environment technical regulation (e.g. emission and noise)

2. Conducting inspections and audits:

       •   National commercial operators
       •   National General Aviation (airplane and helicopters) and Special operators (airplane and helicopters)

3. Issuing and renewing AOC for air carriers and air transport operators

4. Issuing and renewing POC for private operators and special operators

5. Providing oversight on the environmental compliance.

6. Authorization and re-authorization of Type Rating Examiner and Type Rating Instructor in order to ascertain compliance with standards.


Responsibilities of the Commercial Operations Manager:

       •        Responsible for managing commercial Operations  inspectors

       •        Supporting the preparation of

                   a) Flight operations regulations for commercial operations
                   b) Environment regulations for commercial operations

       •         Inspecting and auditing commercial operators

       •         Issuing and renewing AOC for commercial operators, in particular:

                   a) Certifying routes, evaluating and approving operational specifications, procedures and manuals, including emergency and evacuation
                        plans
                   b) Inspecting the safety management system

       •        Providing oversight on the environmental compliance (eg. zero power approach, continuous flight descent, ground engine test procedures,
                 APU ground limitation, etc)

       •        Responsible for supporting the preparation of cabin operations regulations for commercial

       •        Responsible for conducting cabin inspection and audits of commercial operators.



Responsibilities of the Private and Special Operations Manager:

       •        Responsible for managing Private and Special Operations inspectors

       •        Supporting the preparation of:

                  a) Flight operations regulations for Private and Special Operators
                  b) Environment regulation for Private and Special Operators

       •        Inspecting and auditing Private and Special Operators

       •        Issuing and renewing POC for Private and Special Operators (including ultra-light, micro-light and balloon operators), in particular:

                  a) Evaluating and approving operational specifications, procedures and manuals, including emergency and evacuation plans
                  b) Inspecting the safety management system

       •        Providing oversight on the environmental compliance

       •        Responsible for managing cabin inspectors

       •        Responsible for supporting the preparation of cabin operations regulations for private and special operations

       •        Responsible for conducting cabin inspection and audits of private and special operators
