2.2.3.1 General Procedures
2.2.3.1.1 All aircraft operating in a
MBZ shall carry two serviceable VHF radios.
2.2.3.1.2 Pilots should broadcast on the appropriate broadcast frequency a minimum of 2 minutes prior to entering the
MBZ.
2.2.3.1.3 The initial broadcast call should include at least the following information:
- Aircraft Call sign
- Aircraft Type
- Aircraft current position
- Entry point into the MBZ
- Entry level (If on climb or descent or becoming airborne within the MBZ, a clear indication of this should be transmitted)
- Planned route and intentions
2.2.3.1.4 Any amendments to the information made during the initial broadcast shall be transmitted on the mandatory broadcast frequency and to maintain traffic awareness, flight details should be transmitted once every 10 minutes.
2.2.3.1.5 Pilots shall always monitor the mandatory broadcast frequency whilst operating within the
MBZ. Pilots are responsible at all times for maintaining their own separation between them and other traffic operating within the
MBZ.
2.2.3.1.6 Aircraft intending to operate in the
MBZ without reference to
ATC for the flight duration shall squawk #A2000. Traffic transiting the area shall squawk the last code allocated by the ATC unit prior to entering the
MBZ if they plan on communicating again with the same, or another,
ATC unit as part of their flight plan.
2.2.3.1.7 Pilots operating within the
MBZ planning to enter any control area, shall contact the relevant ATC frequency prior to entering the controlled area to obtain an
ATC Clearance. While obtaining a clearance, pilots should continue to monitor the
MBZ frequency while within the limits of the
MBZ. Pilots are to remain outside of controlled airspace until a joining clearance has been issued by
ATC.
2.2.3.1.8 Pilots planning to operate in a
MBZ shall nominate a SARTIME prior to departure and ensure that a responsible agent on the ground is tasked to contact the UAE Rescue Coordination Centre (
RCC).
- If the pilot does not communicate with the agent with an operation normal check or a SARTIME cancellation time before the SARTIME expires; then the agent must contact the UAE Rescue Coordination Centre (RCC) to report that the pilot has failed to cancel the SARTIME and the flight is now subject to an expired SARTIME.
- Pilots planning to operate exclusively within the MBZ (e.g. night stop or have no requirement to leave the MBZ designated airspace and enter controlled airspace) are to file a FPL. The FPL is to indicate (Item 18 Other Information) that the flight intends to remain within the MBZ. This is to satisfy SAR and Security requirements and is in accordance with ENR 1.10.1.1 and ICAO Annex 2, 3.3.1.2 c) and d) provisos.
- Aircraft equipped with SSR Transponder Mode S that remain solely within the MBZ, are exempt from filing a FPL provided that their Mode S is transmitted and set with correct callsign/registration data at all times.
- Non Mode S equipped operators with only Mode C may, at ATC’s discretion, be allocated a discrete squawk code.
- Aircraft shall squawk #A2000 in accordance with ENR 2.2.3.1.6 above.
2.2.3.1.9 Pilots shall ensure that if a flight is cancelled, any SARTIME relevant to that flight shall be cancelled.
Note: (SARTIME) A time stated in Universal Coordinated Time (UTC), which is passed to a responsible agent, which coincides with a pilot’s plan to complete the flight or leave a Mandatory Broadcast Area and cancel the SARTIME with the agent.
Note : (Responsible Agent) A contactable company representative, who accepts the responsibility to monitor the nominated SARTIME and in the event that the pilot does not cancel the SARTIME by that time, shall contact the UAE (RCC) to report that the pilot has failed to cancel his SARTIME.
2.2.3.1.10 If for any reason the pilot suspects that the
MBZ frequency is unserviceable
- While operating in MBZ 2 - Jumeirah A, MBZ 2 - Jumeirah B or MBZ 2 - Jumeirah C notify Minhad Radar (122.500 MHz)
- While operating in MBZ - Jazirah notify Ras Al Khaimah Tower (118.250 MHz)
2.2.3.2 Conflict Resolution
2.2.3.2.1 The following general rules are recommended to pilots for the conduct of operations within the
MBZ which has an altitude limitation of 2000 FT:
- Transiting traffic should operate at 1000 FT northbound and 1500 FT southbound.
- Transiting traffic should also remain west of Sheikh Zayed Road if heading south and to the east of Sheikh Zayed Road if heading north.
Note: Due to the nature of their operation, some aircraft operating in the MBZ will not always follow the guidelines above (e.g. Military, Police and VVIP flights).
2.2.3.3 Special Use Airspace
- Operators must pay special attention to NOTAM regarding the activation times of special use airspace contained within the MBZ.
- When the Temporary Restricted Area established for parachuting operations at the Palm Jumeirah is active, aircraft shall contact SkydiveDubai for approval to enter.
2.2.3.4 Emergency
- In the event of an emergency, a pilot may squawk code 7700 and request assistance, as follows:
- While operating in MBZ 2 - Jumeirah A, MBZ 2 - Jumeirah B or MBZ 2 - Jumeirah C contact Minhad Radar (122.500 MHz)
- While operating in MBZ - Jazirah contact Ras Al Khaimah Tower (118.250 MHz)
All aircraft operating within OMG - 001 will be under the control of SAS AL NAKHL TWR. Activation will be coordinated on a tactical basis subject to approval of OMAA TWR.
