GEN 1.4 Entry, transit and departure of cargo

1.4.1 Customs requirements concerning cargo and other articles

Carriage of dangerous goods forbidden for transportation by air.

Aircraft operating to or from the UAE, or in transit through UAE airports, or transiting UAE airspace, transporting forbidden dangerous goods and other regulated items are required to carry authorisation issued by the Ministry of Foreign Affairs (GEN-1.2.10.2).

Forbidden dangerous goods and other regulated items include, but are not necessarily limited to, the following:

  1. explosives, unless required on board the aircraft for its operation or for signalling,

  2. weapons and munitions of war,

  3. infectious substances and/or infected live animals,

  4. any article, the transportation of which is forbidden under Table 3-1 of ICAO Doc 9284 Technical Instructions for Safe Transport of Dangerous goods, Part 3, Chapter 2 or otherwise prohibited by the competent authority.

Requests for authorisation shall include details listed in GEN-1.2.10.3 and contain full details of the items to be transported.

Note: This requirement is additional to the provisions of Article 13 of the UAE Civil Aviation Law and Civil Aviation Regulations Part VI, Chapter 2, which prohibits transportation of forbidden dangerous goods without prior authorisation from the appropriate authority.

Additionally, with reference to CAR PART IV, no foreign operator engaged in Commercial Air Transport shall transport Dangerous Goods by air unless:

  1. It is approved by the State of the Operator
  2. It complies with the provisions of CAR PART VI Chapter 2 (Transport of Dangerous Goods by Air)

With reference to CAR PART IV, no foreign operator shall transport weapons and ammunition of war by air unless:

  1. It is approved for Transport of Dangerous Goods by the State of the Operator
  2. It complies with the provisions of CAR PART VI Chapter 2 (Transport of Dangerous Goods by Air) and the following provisions:
  1. the cargo manifest accurately describes the type and the quantity of weapons; and
  2. the transport has been authorised by the Ministry of Foreign Affairs.

1.4.1.1 Customs requirements concerning cargo and other articles in the Emirate of Abu Dhabi
1.4.1.1.1 Imports
  1. All air cargo shipments are subject to customs formalities.

  2. All air cargo shipments into Abu Dhabi must be covered by invoices and certificates of origin to be presented to the customs authorities on clearance of the goods.

1.4.1.1.2 Transhipment

No special documents are required in respect of goods being transhipped from one flight to another at all airports within the Emirate of Abu Dhabi under customs supervision.

1.4.1.1.3 On board

No special documents are required in respect of goods retained on board an aircraft for on-carriage to a destination outside UAE.

1.4.1.1.4 Exports

No special documents are required in respect of goods being exported by air from Abu Dhabi, other than a declaration of value.

1.4.1.2 Customs requirements concerning cargo and other articles in the Emirate of Dubai
1.4.1.2.1 Imports
  1. The following document is required for the clearance of goods through customs:

    1. Consignment note / airway bill,

  2. All air cargo shipments are free of consular formalities and charges.

1.4.1.2.2 Transhipment
  1. No documents are required for air cargo simply being transhipped from one flight to another at the same airport under customs supervision.

  2. No clearance documents are required with respect to goods retained on board an aircraft for carriage onward to a destination outside Dubai.

1.4.1.2.3 On board

No clearance documents required with respect to goods retained on board an aircraft for on-carriage to a destination outside the UAE.

1.4.1.2.4 Exports

Upon exportation no documents are required for the clearance of shipments to be exported by air.

1.4.1.3 Customs requirements concerning cargo and other articles in the Emirate of Fujairah
1.4.1.3.1 Imports
  1. All air cargo shipments are subject to customs formalities.

  2. A consignment note / airway bill is required for the clearance of goods through customs.

  3. All air cargo shipments are free of consular formalities and charges.

1.4.1.3.2 Transhipment
  1. No documents are required for air cargo simply being transhipped from one flight to another at the same airport under customs supervision.

  2. No clearance documents are required for goods retained on board an aircraft for carriage onward to a destination outside.

1.4.1.3.3 On board

No clearance documents required for goods retained on board an aircraft for on-carriage to a destination outside UAE.

1.4.1.3.4 Exports

Upon exportation no documents are required for the clearance of shipments to be exported by air.

1.4.1.4.1 Imports
  1. All air cargo shipments are subject to customs formalities.

  2. The following documents are required for the clearance of goods through customs:

    1. Consignment note / airway bill,

    2. Certificate of origin.

  3. Air cargo shipments are free of consular formalities and charges.

1.4.1.4.2 Transhipment

No documents are required for air cargo simply being transhipped from one flight to another at the same airport under customs supervision.

No clearance documents are required for goods retained on board an aircraft for carriage onward to a destination outside.

1.4.1.4.3 On board

No clearance documents are required for goods retained on board an aircraft for on-carriage to a destination outside UAE.

1.4.1.4.4 Exports

No documents apart from a declaration of value are required for the clearance of shipments to be exported by air.

1.4.1.5 Customs requirements concerning cargo and other articles in the Emirate of Sharjah
1.4.1.5.1 Imports
  1. Air cargo shipments are subject to customs formalities.

  2. Air cargo shipments into Sharjah must be covered by invoices and certificates of origin to be presented to the customs authorities on clearance of the goods.

1.4.1.5.2 Transhipment

No special documents are required for goods being transhipped from one flight to another at Sharjah Airport under customs supervision.

1.4.1.5.3 On board

No clearance documents required for goods retained on board an aircraft for on-carriage to a destination outside UAE.

1.4.1.5.4 Exports

No special documents are required for goods being exported by air from Sharjah, other than a declaration of value.
