I am pleased to present the 2013 Operational Plan for the UAE General Civil Aviation Authority (GCAA). This plan reflects the GCAA operation during this year, taking into account our Mission Statement, Strategic Objectives and associated performance measures to manage Authority’s operations.
GCAA made considerable progress in the area of Air Navigation Services, gained valuable accident investigation experience and has been in the forefront of air transport safety issues. Now, with this Operational Plan undertaken by the Authority, the GCAA intends to be in the forefront of best business practices in the global aviation community.
This Operational Plan serves as our roadmap. It allows us to achieve tangible goals and provides clear performance indicators. In 2012, the GCAA achieved an outstanding success rate of 98.3 of its Operational Plan.
Over the coming twelve months, we will not only continue focusing on safety and security, but also improve the internal management of work and people. Risk management is a well established discipline in the aviation industry now. These are important steps towards improving safety and enhancing the public’s confidence in the safety of UAE aviation system.
As part of our 2011-2013 Strategy Plan, 8 Strategic Objectives have been set. These strategic objectives are well incorporated in this Operational Plan 2013. The Authority is using these indicators to instill a performance based culture of transparency, accountability, and measurability of the achievement of its outcomes, resulting in an improved gauge of success for the achievement of overall Strategic Objectives.
I hope you find this Operational Plan provides a clear understanding of the GCAA, its mission and mandate and the strategic planning process.
